春天剛剛來臨,一(yi)(yi)(yi)個名(ming)叫(jiao)“一(yi)(yi)(yi)號(hao)通(tong)(tong)”的新業務(wu)在(zai)(zai)原本就不(bu)(bu)平靜的國(guo)內(nei)通(tong)(tong)信(xin)(xin)界又掀起一(yi)(yi)(yi)陣波(bo)瀾。不(bu)(bu)久(jiu)前傳出消(xiao)(xiao)息,中(zhong)國(guo)電信(xin)(xin)、中(zhong)國(guo)網(wang)通(tong)(tong)準備在(zai)(zai)部(bu)分地(di)區推出“一(yi)(yi)(yi)號(hao)通(tong)(tong)”業務(wu)。此消(xiao)(xiao)息一(yi)(yi)(yi)出,業內(nei)一(yi)(yi)(yi)片(pian)嘩然,褒(bao)貶之聲不(bu)(bu)絕于(yu)耳,贊(zan)成、質疑、褒(bao)揚、擔(dan)憂各種聲音充斥著通(tong)(tong)信(xin)(xin)界。然而不(bu)(bu)管怎(zen)樣,“一(yi)(yi)(yi)號(hao)通(tong)(tong)”的準備工作仍在(zai)(zai)悄(qiao)悄(qiao)地(di)進行著。
分流話務,“一號通”出絕招
所(suo)謂“一(yi)(yi)號(hao)(hao)(hao)通(tong)”就是將(jiang)一(yi)(yi)個(ge)用戶的(de)(de)(de)(de)多個(ge)電(dian)話(hua)(hua)號(hao)(hao)(hao)碼(ma)(ma)(包括小(xiao)靈通(tong)、手機、固定電(dian)話(hua)(hua)等)捆綁(bang)在一(yi)(yi)個(ge)號(hao)(hao)(hao)碼(ma)(ma)中,有的(de)(de)(de)(de)運營商(shang)準備把它的(de)(de)(de)(de)號(hao)(hao)(hao)碼(ma)(ma)前(qian)三位定為“700”,所(suo)以(yi)又稱700業務。其他人(ren)只(zhi)需要撥打該(gai)號(hao)(hao)(hao)碼(ma)(ma),“一(yi)(yi)號(hao)(hao)(hao)通(tong)”的(de)(de)(de)(de)智(zhi)(zhi)能(neng)網(wang)(wang)平臺即可以(yi)把來話(hua)(hua)接到(dao)用戶指定的(de)(de)(de)(de)電(dian)話(hua)(hua)或手機上。幾(ji)個(ge)號(hao)(hao)(hao)碼(ma)(ma)的(de)(de)(de)(de)接聽(ting)順序由(you)用戶自行設定,第(di)(di)一(yi)(yi)個(ge)號(hao)(hao)(hao)碼(ma)(ma)無應答,智(zhi)(zhi)能(neng)網(wang)(wang)平臺可以(yi)把來話(hua)(hua)自動(dong)轉接到(dao)第(di)(di)二個(ge)、第(di)(di)三個(ge)號(hao)(hao)(hao)碼(ma)(ma)上去。這樣,不(bu)(bu)但打電(dian)話(hua)(hua)一(yi)(yi)定可以(yi)找(zhao)(zhao)到(dao)被叫人(ren),而且(qie)被叫人(ren)所(suo)使(shi)用的(de)(de)(de)(de)通(tong)信工具可以(yi)事先自己設定,把最便宜的(de)(de)(de)(de)電(dian)話(hua)(hua)放到(dao)前(qian)面,既不(bu)(bu)必擔(dan)心別(bie)人(ren)找(zhao)(zhao)不(bu)(bu)到(dao),又不(bu)(bu)必為此化冤枉錢,真可以(yi)說(shuo)是又方(fang)便又實(shi)惠。
業(ye)界(jie)對(dui)于“一(yi)(yi)號(hao)通(tong)(tong)”的(de)(de)推出說法(fa)頗多,但有(you)一(yi)(yi)點(dian)是得(de)到(dao)大(da)多數人的(de)(de)肯定:“一(yi)(yi)號(hao)通(tong)(tong)”是固(gu)話(hua)(hua)(hua)運營(ying)商對(dui)于移動運營(ying)商分(fen)流固(gu)話(hua)(hua)(hua)業(ye)務(wu)的(de)(de)一(yi)(yi)種反擊(ji),以奪回被蠶食的(de)(de)固(gu)話(hua)(hua)(hua)業(ye)務(wu)。眾(zhong)所周知,在(zai)(zai)移動電話(hua)(hua)(hua)尚未普及之時,通(tong)(tong)信界(jie)是固(gu)定電話(hua)(hua)(hua)一(yi)(yi)統天下的(de)(de)局面。然(ran)而,隨(sui)著移動電話(hua)(hua)(hua)走入(ru)千家萬(wan)戶,原來的(de)(de)固(gu)話(hua)(hua)(hua)運營(ying)商不再高(gao)枕無憂(you)了,他們的(de)(de)業(ye)務(wu)量越來越多得(de)被移動話(hua)(hua)(hua)務(wu)分(fen)走。為了在(zai)(zai)通(tong)(tong)信這(zhe)塊大(da)蛋糕上分(fen)得(de)更多的(de)(de)份額,固(gu)話(hua)(hua)(hua)運營(ying)商不得(de)不想(xiang)出新點(dian)子(zi)、開辟(pi)新業(ye)務(wu),以更具吸引(yin)力的(de)(de)業(ye)務(wu)招攬用(yong)戶。在(zai)(zai)這(zhe)種情況下,“一(yi)(yi)號(hao)通(tong)(tong)”便應運而生。
對于(yu)這一(yi)(yi)點(dian),著名電信(xin)專(zhuan)家(jia)、北京郵(you)電大(da)學闞凱(kai)力教(jiao)授(shou)表示積極支持(chi)。闞教(jiao)授(shou)指出,“一(yi)(yi)號(hao)通(tong)(tong)”有很大(da)的(de)市(shi)場空間,因(yin)為現在(zai)手機的(de)通(tong)(tong)話(hua)費比(bi)市(shi)話(hua)高很多,“一(yi)(yi)號(hao)通(tong)(tong)”的(de)用戶如果在(zai)家(jia)里或辦公室,肯定是把座機放(fang)在(zai)前面,這樣就(jiu)可(ke)以節省(sheng)開(kai)支,不(bu)化冤枉錢;出門時,來話(hua)又可(ke)以自動轉(zhuan)接(jie)到手機上,也不(bu)會因(yin)此而(er)誤事。同時,移動電話(hua)的(de)通(tong)(tong)話(hua)質量一(yi)(yi)般不(bu)如固定電話(hua),“一(yi)(yi)號(hao)通(tong)(tong)”用戶在(zai)省(sheng)錢的(de)同時還可(ke)以享受(shou)比(bi)較(jiao)好的(de)服務。
巧妙解決“號碼攜帶”難題
在論及(ji)“一(yi)號通”時,闞凱力教授給予(yu)高度評(ping)價,稱其(qi)為“中國的又一(yi)創(chuang)舉,解決了世界通信界關于號碼攜(xie)帶(dai)的一(yi)大難題”。
所謂“號(hao)(hao)(hao)碼(ma)攜(xie)帶”又稱為(wei)“換機不改號(hao)(hao)(hao)”。它規定號(hao)(hao)(hao)碼(ma)的所有(you)權和(he)使用(yong)(yong)權屬(shu)于用(yong)(yong)戶(hu),用(yong)(yong)戶(hu)因為(wei)搬家或改變運(yun)營(ying)商(shang)(shang)(shang)(shang)以(yi)后,可以(yi)保(bao)留原來的電話(hua)號(hao)(hao)(hao)碼(ma)不變。“號(hao)(hao)(hao)碼(ma)攜(xie)帶”解(jie)決了(le)用(yong)(yong)戶(hu)號(hao)(hao)(hao)碼(ma)更換造成的聯系不便,并由(you)(you)此防止運(yun)營(ying)商(shang)(shang)(shang)(shang)用(yong)(yong)號(hao)(hao)(hao)碼(ma)把(ba)用(yong)(yong)戶(hu)“鎖定”,大大提(ti)高(gao)了(le)用(yong)(yong)戶(hu)的選擇權,使運(yun)營(ying)商(shang)(shang)(shang)(shang)只有(you)通(tong)過提(ti)供物(wu)美(mei)價廉的服務才能留住客戶(hu)。但是(shi),由(you)(you)于目前固話(hua)和(he)手(shou)機號(hao)(hao)(hao)碼(ma)都由(you)(you)運(yun)營(ying)商(shang)(shang)(shang)(shang)控(kong)制,各運(yun)營(ying)商(shang)(shang)(shang)(shang)之間存在激烈(lie)的競爭,所以(yi)他(ta)們會采取(qu)各種措施(shi),如(ru)收取(qu)高(gao)額(e)費用(yong)(yong)、在技術(shu)上設置障(zhang)礙等,阻(zu)礙消(xiao)費者(zhe)自由(you)(you)換號(hao)(hao)(hao)。
闞教授指出,“國際(ji)上十幾年前就提出‘號(hao)碼(ma)(ma)(ma)攜(xie)帶’,然而由于技(ji)術(shu)(shu)復(fu)雜和各個運營(ying)商的(de)(de)(de)(de)(de)自我保護(hu),一(yi)直沒能解決,成為一(yi)道世界(jie)難(nan)題。去年十月(yue)美國才(cai)出臺關于號(hao)碼(ma)(ma)(ma)攜(xie)帶的(de)(de)(de)(de)(de)硬性政策,但是執(zhi)行起來(lai)還(huan)是困難(nan)重重。我國的(de)(de)(de)(de)(de)‘一(yi)號(hao)通’繞(rao)過了‘號(hao)碼(ma)(ma)(ma)攜(xie)帶’的(de)(de)(de)(de)(de)技(ji)術(shu)(shu)困難(nan)和運營(ying)商壁壘,用戶在(zai)自己的(de)(de)(de)(de)(de)‘一(yi)號(hao)通’號(hao)碼(ma)(ma)(ma)下面可以任意更換號(hao)碼(ma)(ma)(ma)和它(ta)們的(de)(de)(de)(de)(de)順序。這(zhe)樣(yang)(yang),不(bu)但技(ji)術(shu)(shu)上簡單易行,而且(qie)與(yu)任何(he)運營(ying)商都無(wu)關。只要(yao)‘一(yi)號(hao)通’的(de)(de)(de)(de)(de)號(hao)碼(ma)(ma)(ma)不(bu)變,無(wu)論運營(ying)商給的(de)(de)(de)(de)(de)電話號(hao)碼(ma)(ma)(ma)怎樣(yang)(yang)變,都不(bu)必(bi)擔心別人找不(bu)到你(ni)。這(zhe)樣(yang)(yang)就非常(chang)巧妙的(de)(de)(de)(de)(de)解決了‘號(hao)碼(ma)(ma)(ma)攜(xie)帶’的(de)(de)(de)(de)(de)問(wen)題。”
闞凱力教(jiao)授指出(chu),“一號(hao)通(tong)(tong)”的(de)(de)(de)(de)出(chu)臺意義重大(da),將有利于促(cu)進電信(xin)(xin)運營(ying)(ying)商(shang)(shang)之(zhi)間的(de)(de)(de)(de)公平競爭(zheng)。“一號(hao)通(tong)(tong)”給了消費(fei)者更大(da)的(de)(de)(de)(de)選(xuan)擇(ze)權,各大(da)運營(ying)(ying)商(shang)(shang)要想用(yong)(yong)戶將自己的(de)(de)(de)(de)號(hao)碼排(pai)在接(jie)聽順序的(de)(de)(de)(de)前(qian)面,必須以(yi)物(wu)美價(jia)廉(lian)的(de)(de)(de)(de)服務吸引用(yong)(yong)戶,這樣各大(da)運營(ying)(ying)商(shang)(shang)便會想方設法降低資費(fei),可(ke)以(yi)促(cu)使通(tong)(tong)信(xin)(xin)市場走上更加(jia)規范(fan)健(jian)康(kang)的(de)(de)(de)(de)發展(zhan)道路。
互連互通毋庸顧慮,“一號通”前景看好
記者(zhe)在對“一(yi)號通”進行(xing)采(cai)訪過程中,電(dian)信(xin)方面一(yi)直保持謹慎態度,低調行(xing)事。這一(yi)點(dian)讓人們大惑不解,一(yi)個原本應該大張旗鼓(gu)進行(xing)宣傳的業(ye)務電(dian)信(xin)何(he)以如此(ci)低調行(xing)事。業(ye)內(nei)人士認為,這是因為電(dian)信(xin)方面尚有很(hen)多顧(gu)慮。
有(you)業內(nei)人士分析,由(you)于“一號通(tong)”將會分流移動(dong)運營商的(de)部分業務,電信的(de)顧慮主要是擔心(xin)移動(dong)運營商不合作,采取抵制措施(shi),使(shi)轉接(jie)呼叫失敗(bai),這(zhe)樣很容易導致(zhi)這(zhe)項(xiang)業務流產(chan)。這(zhe)一點有(you)前車之(zhi)鑒(jian),廣東電信2002年(nian)底推出(chu)的(de)“游子歸家”手機(ji)休息(xi)站業務,攔截了部分移動(dong)話務,引起移動(dong)和(he)聯(lian)通(tong)的(de)不滿(man),后來遭到了反(fan)擊。
這(zhe)(zhe)個(ge)顧慮說(shuo)到底還是互(hu)聯(lian)(lian)互(hu)通的(de)問(wen)(wen)(wen)題(ti),然(ran)而闞凱力教(jiao)(jiao)授(shou)卻(que)指出:互(hu)聯(lian)(lian)互(hu)通根(gen)本(ben)不(bu)(bu)(bu)(bu)成問(wen)(wen)(wen)題(ti),電信、網通的(de)擔心完全多余。從(cong)運(yun)營商(shang)之(zhi)間的(de)關(guan)系講,移(yi)動(dong)和聯(lian)(lian)通在互(hu)連互(hu)通上(shang)進行阻攔也是不(bu)(bu)(bu)(bu)明智的(de)。闞教(jiao)(jiao)授(shou)對(dui)這(zhe)(zhe)個(ge)問(wen)(wen)(wen)題(ti)作了(le)具體分(fen)析(xi):如果(guo)是“一(yi)號(hao)通”把來話轉接到手機(ji)上(shang),移(yi)動(dong)運(yun)營商(shang)如果(guo)不(bu)(bu)(bu)(bu)給接的(de)話,來話將會(hui)自動(dong)轉到下一(yi)個(ge)號(hao)碼,他(ta)原本(ben)可以(yi)賺到手的(de)通話費就拱手讓人(ren)了(le),所以(yi)移(yi)動(dong)必(bi)然(ran)會(hui)接通手機(ji)。如果(guo)是用(yong)戶(hu)用(yong)手機(ji)打“一(yi)號(hao)通”,移(yi)動(dong)就更會(hui)配合,雖然(ran)他(ta)不(bu)(bu)(bu)(bu)知道用(yong)戶(hu)究竟會(hui)用(yong)哪個(ge)電話接聽,但(dan)這(zhe)(zhe)份(fen)呼出電話的(de)錢還是先賺到為(wei)妙(miao)。因此闞教(jiao)(jiao)授(shou)認為(wei),無論從(cong)那(nei)種情況分(fen)析(xi),移(yi)動(dong)運(yun)營商(shang)雖然(ran)對(dui)“一(yi)號(hao)通”心懷不(bu)(bu)(bu)(bu)滿,但(dan)不(bu)(bu)(bu)(bu)應該在互(hu)聯(lian)(lian)互(hu)通上(shang)進行阻攔。
專家為“一號通”支招
去年8月以來,鐵通(tong)“一號通(tong)”的不景氣讓很多人(ren)心有余悸,這(zhe)大概也(ye)是電信網通(tong)低調行事的一個重(zhong)要因素。
闞(kan)凱力把(ba)鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”不成功(gong)的(de)(de)原因(yin)總結(jie)為(wei)四(si):第(di)一(yi)(yi),用(yong)戶(hu)(hu)使用(yong)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”業(ye)務,是希望今后這個號碼(ma)(ma)永遠不要變(bian),這就要求(qiu)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”的(de)(de)經(jing)營者(zhe)(zhe)有(you)可(ke)信(xin)度。但(dan)是,因(yin)為(wei)種種原因(yin),鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)在用(yong)戶(hu)(hu)中(zhong)的(de)(de)信(xin)譽不高,導致(zhi)它(ta)的(de)(de)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”也(ye)未能獲(huo)得用(yong)戶(hu)(hu)的(de)(de)充分信(xin)任。第(di)二,鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)對“一(yi)(yi)號通(tong)(tong)(tong)(tong)”的(de)(de)宣傳力度不夠。連闞(kan)教(jiao)授去年都不知(zhi)道(dao)鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)搞了“一(yi)(yi)號通(tong)(tong)(tong)(tong)”,消費(fei)者(zhe)(zhe)知(zhi)道(dao)的(de)(de)就更(geng)少了。第(di)三,鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”的(de)(de)號碼(ma)(ma)未能從消費(fei)者(zhe)(zhe)角度考慮(lv),它(ta)自己給用(yong)戶(hu)(hu)分配一(yi)(yi)個八位(wei)號碼(ma)(ma),不但(dan)用(yong)戶(hu)(hu)難(nan)記,而且更(geng)難(nan)通(tong)(tong)(tong)(tong)知(zhi)自己的(de)(de)親朋好(hao)友。如(ru)果讓(rang)用(yong)戶(hu)(hu)自己選擇有(you)特(te)征的(de)(de)號碼(ma)(ma),效果就會好(hao)得多(duo)。例如(ru),這樣用(yong)戶(hu)(hu)就可(ke)以(yi)把(ba)大家(jia)都已(yi)經(jing)知(zhi)道(dao)的(de)(de)手機(ji)號加在“700”后面(mian),或者(zhe)(zhe)用(yong)生日、身份證號、學生的(de)(de)學號等便(bian)于記憶的(de)(de)數字。第(di)四(si),闞(kan)教(jiao)授認(ren)為(wei)鐵(tie)(tie)(tie)通(tong)(tong)(tong)(tong)“一(yi)(yi)號通(tong)(tong)(tong)(tong)”的(de)(de)收費(fei)標準太高。“一(yi)(yi)號通(tong)(tong)(tong)(tong)”只要建立一(yi)(yi)個號碼(ma)(ma)查(cha)詢(xun)轉換的(de)(de)計算機(ji)平(ping)臺,并不需要太多(duo)投(tou)資,收費(fei)完全可(ke)以(yi)低很多(duo),甚至在試(shi)用(yong)期間免費(fei),“先嘗(chang)后買”。
